## 2. PROBLEM STATEMENT

### 2.1 Current Situation

The current `joinindiannavy.gov.in` is a legacy NIC-hosted portal built without mobile-first principles, modern accessibility standards, or candidate-centric information architecture. It functions as a notice board rather than a guided recruitment experience. Candidates must already know Navy recruitment terminology to navigate it — there is no guided discovery, no eligibility check, and no unified application tracking. The homepage alone presents tickers, carousels, social media links, news, events, quick links, and category cards simultaneously with no visual hierarchy or primary call-to-action.

- Accessibility was never a design or development requirement in the original build
- Application and tracking flows live on separate portals with no shared design language
